This work focuses on the quality of climate-resilience investments: whether proposed interventions respond to real climate risks, can be implemented through local institutions, generate sufficient value, can scale, and can attract or use climate finance effectively.

The analytical question is broader than vulnerability: what makes a local climate investment useful, implementable, resilient and financeable?

My contribution

  • Assessed climate adaptation and resilience investments across 16 counties.
  • Evaluated investments against bankability, commercial viability, scalability, ROI and resilience criteria.
  • Reviewed County NDCs, IPF/APA reports and county planning documents.
  • Conducted participatory assessments with county governments, community groups and local economic actors.
  • Integrated environmental, social, economic and GESI considerations into investment assessment.
  • Developed investment mobilisation approaches and decision-support tools for climate-finance access.

Investment assessment logic

  • Adaptability — does the intervention address a material climate risk and reduce vulnerability?
  • Resilience — will the investment keep functioning under climate stress?
  • Bankability — can it be structured, implemented and financed with a credible value proposition?
  • Return — what economic, social, environmental or financial value is created for the resources required?

Outputs

  • Investment-prioritisation recommendations across participating counties.
  • Assessment evidence on bankability, ROI, scalability and resilience.
  • Climate-priority and investment-gap analysis.
  • Recommendations for integrating resilience investments into county planning and budgeting.
  • Investment mobilisation approaches and decision-support tools.
